[Json-rpc-java] project management approach

As an ASF member I obviously favour the Apache approach :)

Not sure what difference is being suggested between 3, 3a, and 3b, surely
you want as many active committers as possible so everyone who has
experience developing the code should be eligible, so its just "apache style
consensus based approach" - all committers get a voice and full access.
